which have no other uniformed staff to obtain the actual uniforms (on payment by transfer) from some Department which already provides uniforms on a large scale.

with uniform and lodging (or their equivalent) provided, we consider that the base salary of $11 per mensem laid down in General Urder 30 is at present adequate for the lowest paid classes of Government servants.

8. We recommend that the system of Good Conduct Allowances should be largely expanded in order that officers of the classes now concerned might be able to look forward after faithful service to the prospect of

supporting and educating a family. Instead of stopping after seven years as at present we suggest that it should be made possible to earn a further Good Conduct Allowance

of $12 per annum after nine years and after every two years thereafter. We consider that such a regular system

is preferable to Personal Allowances. Good Conduct

Allowances should be carried on promotion to a more

responsible post having a higher base salary.

9. As regards individual salaries we recommend no change for those at present employed but we suggest that certain anomalies should be removed on the occurrence

of vacancies; and in order to ensure that this takes

place it would seem advisable for the Estimates to be

altered at once with an adjustment by means of either Good Conduct or pensionable Personal Allowances to meet

the case of the officers at present employed.

10. In accordance with the last paragraph we recommend that the base salary of all Messengers, Office Coolies and Caretakers should be $11 per mensem, as is

already the case in most Departments, the most notable

exceptions being the Harbour Department, the Railway and the Post Office.
